It is also an independent, non-governmental organization promoting the rights of asylum seekers and refugees in Finland and following the asylum policy of the European Union.

At the Tampere Summit in October 1999, the European Governments decided to develop a common asylum and immigration policy in the European Union. ECRE Policy Papers 01.06.2005 ECRE (European Council on Refugees and Exiles) is an umbrella organisation of 76 refugee-assisting agencies in 30 countries working towards fair and humane policies for the treatment of asylum seekers and refugees. In Finland the Refugee Advice Centre and the Finnish Red Cross are members of ECRE.
